I'd call it the real Dyster. It probably works like the arcade, some kind of separate plane of existence that you can only access if the governing god GIVES you access Which now that I think of it must be why wandering into the place makes you automatically aligned.
No, no, sorry if I confused you. The arcade and Dyster are opposites of a sort, if you see the fog god and the Fourth God as opposites I don't know if a follower of the fog god could be taken to the arcade or what would happen in that case, but they definitely wouldn't be able to get in on their own.
